Wainuiomata’s Green Heart is Growing

We’re planning an exciting transformation of Hugh Sinclair Park — and we want your input.

Hutt City Council has released a draft masterplan for the park’s redevelopment, located at the centre of a growing Wainuiomata. The upgrade will deliver a vibrant, accessible, and culturally connected public space that reflects what locals need and value.

This project builds on the recent Queen Street Town Centre upgrade and supports the wider Wainuiomata vision for connected, inclusive, and thriving community spaces.

What’s in the Draft Masterplan?

Developed with early feedback from local stakeholders — including Wainuiomata Marae, Love Wainuiomata, and residents of the Masonic Village — the draft plan proposes improvements across four key areas:

Recreation

  • A destination play space for tamariki of all ages
  • An upgraded skatepark and future BMX considerations
  • A new mixed-use games area (chess, table tennis, Māori games, pétanque)

Amenities

  • Streamside timber platforms, BBQs, and shaded seating
  • Culturally inspired sculpture and design
  • Future-ready parking and bike stands

Circulation & Safety

  • New and improved pathways and lighting
  • Bridge upgrades and safer access
  • CCTV and barriers to improve security

Environmental

  • Drainage upgrades and swales to tackle flooding
  • Extensive native planting and ecological restoration
  • Use of natural materials to reflect local stories

Cultural Foundations

The masterplan is grounded in the cultural narrative of Te Whata Kai o Māui – the elevated storehouse of Māui – reflecting Wainuiomata’s rich identity as a place of abundance, spirituality, and resilience.

Guided by mana whenua (Taranaki Whānui ki Te Upoko o Te Ika), and supported by kaupapa Māori design principles, the plan brings cultural memory, kaitiakitanga, and manaakitanga into every aspect of the design.


Next Steps

  • Feedback will be used to shape detailed designs for each part of the park
  • Once we have detailed designs, you’ll be invited to vote on your favourite refined concept.
  • We'll also celebrate with a community sod-turning event later this year.
