Kakariki Estate Limited (the applicant) has lodged a resource consent application (land use) to use 1044 Coast Road, Wainuiomata as a cleanfill (landfill – class 5) and you have the right to make a submission setting out your views on the proposal.
The Council has decided that only immediately affected parties need to comment on the application. (This is called limited notification, as opposed to public notification, which allows anyone to comment on a proposal.)
The Council is contacting property owners or occupiers at the following addresses about their right to make a submission:
- Owners and occupiers of 904C, 904D, 919, 925, 935, 965, 977, 993 and 1025 Coast Road, Wainuiomata
The proposal is a discretionary activity within the General Rural activity area of the city’s District Plan.
The site is proposed to be used as a cleanfill (landfill - class 5). Cleanfill material is defined in the Waste Management Institute New Zealand Technical Guidelines for Disposal to Land as: Virgin Excavated Natural Material such as clay, soil and rock that are free of combustible, putrescible, degradable or leachable components. Up to 5% by volume incidental inert manufactured material such as concrete, brick, tiles can be deposited as can up to 2% by volume biodegradable materials such as vegetation.
The clean fill would only be used by or on behalf of contractors working for Friday Homes. The clean fill would be separated into eight stages with progressive filling and rehabilitation occurring with each stage being returned to pasture once complete. Only one stage will be in operation at a time. The total area would be 9.37ha across eight stages with a total maximum volume of 196,500m3 and a maximum height of 3.5m. To control dust the maximum area of unstabilised fill will be 2500m2 at any one time. Mitigation planting is proposed around parts of the site.
Only single unit trucks would visit the site with no more than 18 trucks per day (Monday to Friday - 7.30am until 5.30pm; Saturday - 7.30am until 1pm). No trucks will deposit fill on public holidays or any long weekend.
A new site entrance will be formed along with warning signage. Numerous conditions of consent have been proposed by the applicant and these should be referred to via the attached application documentation for details on how the applicant proposes to manage the potential effects of the activity.

The plans provided present the most accurate version of what is proposed onsite currently. This will also enable you to make an informed comment if you choose to make a submission.
