In July we carried out early engagement for the 10 Year Plan, to find out if it we were on the right track.  

Over 1100 people responded from across Te Awa Kairangi ki Tai Lower Hutt. 

Your valuable feedback shows that we’re going to be facing some tough decisions over the next few months as well as exciting opportunities as we start shaping our Draft Long Term Plan for 2024-34.

Results from early engagement will be shared with councillors for them to use to make decisions as we prepare the draft Long Term Plan. Formal consultation on the Long Term Plan will take place in April 2024.


Our Long Term Plan is also called a 10 Year Plan. 10 years is a long time and a lot of things can change, so we refresh the plan every three years to make sure it’s working for everyone.

What was in the last Long Term Plan?

The focus for our last Long Term Plan, in 2021, was getting the basics right. We invested a lot of money in core infrastructure, especially for transport and three waters (drinking water, wastewater, and stormwater). We’ve made a lot of progress, but we need to keep going. Councillors recently met and agreed that the six key priorities from our last Long Term Plan were still right, but they needed to be reshaped and focused to make sure we’re getting the basics right and meeting the challenges ahead.

Our vision for the next 10 years:

To support a connected, resilient and inclusive city where everyone thrives.

Our priorities for the next 10 years:

What we do:
Provide future-fit infrastructure
Enabling a liveable city and vibrant neighbourhoods
Support and enhance the environment


How we do it:
In partnership
With climate change at front of mind
Being financially sustainable


Why we do it:
To promote the wellbeing of all people
