Hutt City Council has received an application from Waste Management (NZ) Ltd for a land use resource consent – RM230019 - for the construction and operation of a resource recovery park at 30 Benmore Cresent, Manor Park (legally described as Section 1, 6 SO 493901).

The resource recovery park will include the following activities on site:

  • Second-hand good store

  • Repair Café

  • Material Recovery Facility

  • Transfer Station

The applicant estimates that a maximum 145 staff will be required to operate the proposed facility, with 90 of these being truck drivers. This will see a progressive increase over time as the

Hours of Operation

The applicant is proposing the general hours of operation to be between 6.00am – 6.00pm, Monday – Sunday (7 days a week). With specific hours of operation being:

  • Mobile Machinery Operation: 7.00am – 5.00pm (Monday – Sunday)

  • Resource Recovery Park: 6.00am – 6.00pm (Monday – Sunday)

  • Some truck movements between 6.00am – 7.00am.

Additionally, the applicant (Waste Management (NZ) Ltd) provides municipal collections and collects waste from commercial clients. As a result the following vehicle movements may occur additionally:

  • 2.00am – 5.00am: Up to 5 vehicle movements (weekdays)

  • 5.00am – 6.00am: An expected 3 vehicle movements

  • 6.00am – 7.00am: 12 trucks leaving the site (weekdays)

Vehicle Movements

The applicant has provided a Traffic Engineering Report (Appendix 10), which talks to the expected vehicle movements for the site per day. The report concludes that once the resource recovery park is fully developed the proposal will see a total of 604 vehicle movements a day, this will consist of 275 light vehicles and 329 heavy vehicles. As part of the Traffic Engineering report, the applicant has also projected an estimate of 870 vehicle movements a day by 2040. The following table summarises the proposed vehicle trips per day:

Additionally, the onsite parking will consist of the following:

  • Staff Carparking = 145 spaces, which is proposed to accommodate 55x office staff and 90x truck drivers and is inclusive of 20x EV charging spaces and allocated mobility parks.

  • Truck Parking = 80 marked spaces (70x medium rigid truck parks and 10x truck and trailer parks) inclusive of 25x EV chargers ‘plus’ additional hardstanding;

  • Cycling parking;

Staging

The proposed construction of the resource recovery park will occur over 2 stages, with the following being constructed/installed at each stage:

Stage 1

  • Weighbridge, transfer station, construction and demolition of buildings, public drop off area associated with the second hand goods store, bin storage area, office and administration block with staff amenities, car and truck parking, pavements and road, EV charging, truck and bin wash bay, service connections, water treatment, planting, dangerous goods store, fence, workshop, signage and the MRF operations building.

Stage 2

  • Waste compactors, C & D building, further EV charging points and any additional requirements required to comply with the conditions of the consent and/or to enhance site operation.

Earthworks

Land disturbance is proposed to level the site and create building platform for the proposed buildings. As a result, a maximum of 15,000m3 of earthworks is proposed to be undertaken. This will result in a less than 1.2m vertical change.

An assessment of the National Environmental Standards for Assessing and Managing Contaminant in Soil to Protect Human Health (NES-CS) for the proposed earthworks has been undertaken by Council, as a Detailed Site Investigation (DSI) provided by the applicant concluded that previous HAIL (Hazardous Activities and Industries List) had been undertaken on the site. These activities include:

  • Horticulture/ nursery activities

  • Potential fuel storage for quarrying

  • Timber storage yard

  • Metal blasting and protective coating

  • Uncontrolled demolition of former buildings

  • Concrete truck storage, quarrying vehicles and equipment

  • Clean-fill operations, undocumented fill

  • Burn-off Areas

As a result, the proposed earthworks will also require consent under the NES-CS.

  • Rule 8B 2.3(c) – Café (Restricted Discretionary Activity)

  • Rule 8B 2.3(a) – General Rules (Discretionary Activity)

  • Rule 8B 2.3(i) – Buildings within the Secondary River Corridor (Restricted Discretionary Activity)

  • Rule 8B 2.3(e) – Transfer Stations (Discretionary Activity)

  • Rule 8B 2.4(c) – Industrial Activity (Non-Complying Activity)

  • Rule 14A 5.1(c) – Transport (Restricted Discretionary Activity)

  • Rule 14B 2.4(a)(i) – Signs (Discretionary Activity)

  • Rule 14C 2.2(a) – Noise (Discretionary Activity)

  • Rule 14H 2.1(2) – Fault Hazard Area (Restricted Discretionary Activity)

  • Rule 14I 2.2(a) – Earthworks (Restricted Discretionary Activity

As the above activities are interlinked, Council has considered it appropriate to bundle the application into the more onerous activity status. The proposal is therefore assessed as a Non-Complying Activity.

Other Consents for the Application Site

Hutt City Council has received three other consents for the application site, being:

  • RM250052 – Subdivision consent for a 125-year lease over a portion of 30 Benmore Crescent

  • RM220258 – Land Use consent for bulk earthworks and construction of site office premises.

  • RM230018 – Land Use consent for bulk earthworks relating to the construction of roading and civil infrastructure.
