Update - 17 June 2024

On the 14th of June 2024 the Applicant submitted legal submissions along with amendments to submitted evidence. On the 17th of June both Council and the Applicant responded to the Panels request for information as per Minute 3 from the Hearing Panel. Update - 8 April 2024 - Minute 1 from the Hearing Panel

 A hearing date has been set for the 18th to 19th of June 2024 which is to be held in the Council Chambers at 30 Laings Road, Hutt Central. A Hearing Panel has been appointed to hear and decide on the application with delegated authority. Minute 1, attached to the right of this page, sets out all of the important dates to be aware of and preliminary information associated with the hearing process. Additional information will be uploaded to this page in due course and in accordance with the direction from the Hearing Panel.


Submissions invited on a resource consent application at 47 The Esplanade, Petone

Mediaworks Outdoor Ltd has applied for resource consent (land use) to construct a digital billboard fronting The Esplanade road boundary at 47 The Esplanade, Petone (legally described as Lot 2 DP 83751).

The applicant seeks consent for two potential options relating to the orientation of the proposed billboard (landscape or portrait), the details are as follows:

  • The portrait option will measure 9.5m x 3.5m on top of a 2.5m high pole.

The landscape options will measure 9m x 3m on top of a single column pole measuring 4.99m in height.


Both options feature:

  • A non-digital 0.5m ‘Mediaworks’ logo situated below the digital screen face;
  • A power unit located on the ground within proximity of the sign; the dimensions of this power unit will measure 800 x 600 x 975mm.; and
  • Framing of 150mm around the face of the sign.


The billboard will be used for third-party advertising visible on both sides of the sign that will change on a rotating basis in which each image will be displayed for a minimum of 8 seconds, with a 0.5 second cross fade between images. Illumination levels will be managed automatically to be responsive to natural changes in ambient lighting with maximum levels not exceeding more than 5,000 cd/m2 during daylight hours and 250 cd/m2 during twilight and night-time hours.


All signs located on The Esplanade require resource consent. The proposal also fails to comply with the maximum height, maximum face area and illumination permitted activity conditions for signs within a Commercial Activity Area.
