Hutt City Council invites you to have your say on a resource consent application received for 14A Waiu Street, Wainuiomata.

Anyone in the community can submit feedback on the proposal, and the council must take those views into account when approving or declining the application and when deciding on any conditions it might attach to an approval.

Kiwi Realtech Ltd has applied to undertake clean filling totalling 77,000m3 at the above address (legally described as Lot 3 DP 489061). Clean fill is material that will not have an adverse effect on people or the environment when buried. This includes brick and concrete and natural materials such as clay, soil and rock.

The proposal involves raising the ground level up to 3m in some places. The site also contains existing uncertified fill (deposited material which has not been compacted or certified by an engineer) and the applicant proposes to excavate and compact this material (up to 1.5m in depth). The exact volume of uncertified fill on-site is not known so it is proposed that this be determined as part of rehabilitation works on-site. The applicant has stated that this may involve up to 44,850m3 of earthworks. The desired outcome at the completion of works is to achieve geotechnical stability so that the completed site becomes suitable for built development.

The applicant seeks a six-year term for the consent. The site in question is illustrated in an aerial available to the right of this page (the red triangle indicating site access).

Excavation/compaction, removal and importation works will be undertaken over ten 3000m2 fill areas across the site. Each fill area would be opened progressively with the rehabilitation work undertaken where required locally and then fill placed above it. The cleanfill will not be open to the general public and tipping will be by appointment only. The proposed hours and days of operation are as follows:

  • The cleanfill staff will arrive at 7am and leave at 6pm
  • The first truck will be accepted at 7am and the last truck will leave by 5.30pm
  • The cleanfill will operate six days per week, with work generally finishing at 2pm on Saturdays
  • The operation will have the capacity to accept, spread and compact the loads from 210 truck movements per day however the actual number of truck movements on a daily basis will be variable and fluctuate depending on demand.

The applicant has proposed numerous conditions of consent to mitigate adverse effects. The conditions relate to landscaping, dust control, contaminated soil management, site stability, noise and vibration. An Operational Management Plan has been prepared which sets out how the cleanfill will be managed.

The proposal requires a resource consent because it is not identified as a permitted activity within the General Business Activity Area of the District Plan or under the National Environmental Standard for contaminated soil. The application includes an assessment of environmental effects and a range of supporting information and plans. Reviewing the application and plans will enable you to get an accurate picture of what the applicant is proposing so you can give an informed comment if you choose to make a submission. In your submission, please also advise whether you wish to be heard at a public hearing on the application.


The council has concluded that the effects of the proposal are significant enough to warrant public notification for feedback.
