Consultation has concluded, we will now analyse the feedback and update the plan as needed.
We all want a sustainable city with a great environment and housing, business and employment opportunities for everyone who lives in Te Awa Kairangi ki Tai Lower Hutt.
A key part of achieving that is through a rulebook for land use and development called the District Plan. We’ve had our current plan since 2004 and although we’ve made some changes along the way, we’ve now given it a top-to-bottom rewrite and want to know if you think the new draft plan is on track.
We have extended the feedback period on the draft plan until 31 January 2024.
Until 31 January 2024, you can give your feedback on all or any part of the draft. How do we manage the risks of natural hazards, and protect the environment? How should we make room for population growth and provide space for businesses to grow? How should we preserve and protect our heritage?
We’ll be writing to individuals and groups directly affected by possible changes, but everyone is invited to have their say and we are keen to hear from you.
What happens next?
We will go through all the feedback and report back to the District Plan Review Committee in March 2024 with the responses and recommendations for the Committee to consider.
Later in 2024, when we have made all the necessary changes to the plan and compiled a full evidence base, we’ll seek approval from Council to notify the proposed District Plan for formal submissions.

The District Plan is going through a top-to-bottom review. How do we protect what we love and provide what we need as a city? That’s where you come in – feedback on the Draft District Plan has been extended until 31 January 2024. Following that, we’ll have a statutory submission process on a proposed District Plan in 2024.
This is a survey covering the key chapters in the draft District Plan. It will ask for your feedback on important topics. However, the plan contains far more detail than can be reasonably covered in a survey of this type. For more detailed submissions and feedback you can review the full Draft District Plan online and make a submission via email at district.plan@huttcity.govt.nz.
