The District Plan is our rulebook for land use and development to help ensure a sustainable city with a great environment and housing, business and employment opportunities for everyone who lives in Te Awa Kairangi ki Tai Lower Hutt.
Following a full review and consideration of public feedback on a draft in late 2023, the Proposed District Plan is now open for submissions.
Until 5pm on 4 April2025, you can make a submission on all or any part of the proposed plan. How do we manage the risks of natural hazards, and protect the environment? How should we make room for population growth and provide space for businesses to grow?
Check out hutt.city/dpreview for overviews of all the topics and direct links to each chapter.See the full proposed plan here, which also features a new search function to see the zone and overlays (such as natural hazard, infrastructure and heritage overlays) that apply to any property - this function will be available from 6 February.
The requirements of the Resource Management Act mean that submissions on the Proposed District Plan must be made in a particular format to be accepted. Unless you are already familiar with these requirements, we recommend you use our submission template.
This template will guide you through creating a valid and effective submission. If you need any help with the form, please contact independent “friend of submitters”, Emily Bayliss. You can contact Emily at fos@baylissconsulting.co.nz or call 021 0843 5559 with any questions about how to make a submission.
If you are familiar with the submission requirements of the RMA, you don't need to use the form and may email your submission directly to district.plan@huttcity.govt.nz.
If you are sending in your submission by post or wish to attach the RMA form as a cover sheet to your own document, you can download that here.

Privacy statement
Your submission must include your name, and an address for service (preferably email, but you can use a postal address). All information you include in this submission, including your name and address for service, will be provided to other submitters and published on Hutt City Council’s website. Paper copies may also be made available. Hutt City Council is required to collect and publish this information to carry out its functions under the Resource Management Act 1991 and to enable others to take part in the district plan process. The Council, other submitters, and the Environment Court may need to contact you during this process.
If your submission does not include your name and an address for service, it will be rejected.
While the Council will retain all information provided in your submission in secure council systems, all contact details will be removed from any documents published on Council’s website once the district plan process is complete. However, your name and the contents of your submission will still appear in these documents.
You have the right to ask for a copy of any personal information we hold about you, and to ask for it to be corrected if you think it is wrong.
