What is a Parking Strategy?
A parking strategy identifies what we want to achieve, provides guiding principles about how we make parking decisions, and establishes a hierarchy to guide how we will prioritise road space for various users across our city.
Later this year we are replacing our 2017 Parking Policy for Lower Hutt with a Parking Strategy. The main aim is to provide the right amount of parking, in the right place, at the right time and at the right price.

Why do we need better parking management?
Parking management plays a key role in making it easy to get around our city by foot, bike, car or public transport. However, we know demand has increased and continues to increase across the city. We are looking to manage growth by investing in ways that make it easier for people to choose alternative modes of transport while also providing access to parking for those that need it.
What are Parking Management Plans?
The Parking Strategy will provide a foundation and framework for developing Parking Management Plans. Parking Management Plans assess parking management issues and challenges in local areas, and then make recommendations on the best way to address these.
Parking Management Plans will set out evidence-based proposals for changes to parking management in local areas for consultation with affected communities.

What sorts of changes to parking management might be proposed in a Parking Management Plan?
A Parking Management Plan will assess known parking issues and challenges. This assessment will bring together information and evidence in respect of these issues and make recommendations on the best way to address them.
Who will be consulted on changes to parking management?
Parking Management Plans will usually address parking issues in a defined geographic area such as a suburb, or key infrastructure areas such as Riverlink. When a Parking Management Plan recommends changes to parking management the community in the area affected by those changes will be consulted before Council makes final decisions on the proposed changes.
Will the cost of my parking go up?
Parking fees contribute to the cost of providing car parking in Te Awa Kairangi ki Tai Lower Hutt. The Parking Strategy will set out the circumstances in which Council will consider introducing paid parking or increasing parking fees as the best way to manage the demand for car parking, and to cover the costs of providing on-street parking.
Any proposed increase to areas of paid parking or to parking fees will be set out in Parking Management Plans and will be consulted on with the communities in the area covered by the Parking Management Plan.
Will Hutt City Council provide more parking?
The aim of the Parking Strategy and Parking Management Plans is to better manage existing available car parking. As our city grows, and our parking capacity comes under increasing pressure, Council aims to manage our existing parking more efficiently. This may include ensuring turnover of parking space so that parking space remains available to people needing to find a park.

When Parking Management Plans are developed to address area-specific parking issues, Council will undertake formal consultation with the affected community to get feedback on the proposals for parking management. You will then have an opportunity to provide written and oral submissions on parking management proposals.
