Hutt City Council and its partners are leading a once-in-a-generation transformation of Te Awa Kairangi ki Tai Lower Hutt’s city centre. This work will improve flood protection, enhance transport options, and bring new life to the city centre.
This investment means there are some big changescoming to our city centre streets, and how we connect withour awa (river).
We have the opportunity to make our city centre safer, easier to navigate and more enjoyable for everyone who works, shops or lives here.
Street Upgrades
Last year, we engaged with businesses and the community to identify priorities for street upgrades in the city centre. The feedback we received helped us focus on the right streets (read the Streetscape Strategy).Thesepriority areas were approved for upgrades by Council on 5 March 2026:
City Link Bridge Corridor (Margaret Street, Bunny Street and connection to Knights Road)
Andrews Avenue
High Street South
To make the street network work seamlessly and to mitigate the loss of parking, we are also proposing some low-cost changes to Dudley Street.
We used the feedback we've heard so far to create early concept plans showing what the streets could look like.
We now need to hear from youto check that our designsare going in the right direction, whether we’ve missed anything, and gather any extra feedback before we start on the detailed design.

What’s next?
Once we’ve heard from the community,we’ll analyse all feedback.
We’ll report back on what you said and what changes we have (or haven’t) made to our plans as a result of your feedback. We’llshare back the refined concept plans once ready.
Proposed plans for both our city centre Street Upgrades and the Riverside Park and Car Park will then go to Council for approval later in 2026, before detailed designs are produced.
We’ll continue to share updates as these projects progress.
