The Dog Control Policy and Dog Control Bylaw are up for review

We review our Dog Control Policy and Bylaw every ten years, or earlier if required. We heard your feedback during early engagement and now we're undertaking formal consultation to test the proposed changes with you.

Whether you own a dog, walk a dog, or have views about dogs, we’re keen to know what you think.

What the Policy and Bylaw do

The Policy sets out why the Council is required to control dogs in Hutt City (i.e. to promote positive dog ownership and to minimise nuisance to the community from dogs). For more information, you can read Council’s current Dog Control Policy.

The Bylaw manages the control, ownership, licensing, prohibition, impounding, and keeping dogs in Lower Hutt. The Bylaw also lists Hutt City’s dog exercise and prohibition areas. For more information, you can read Council’s current Dog Control Bylaw.

The aim of the Policy and the Bylaw is to balance the needs of those people who own dogs, and the needs of the general public. This allows us to be dog friendly while limiting concerning dog behaviour.

The Policy and Bylaw are authorised through the Dog Control Act.

Next steps

Following this consultation, we will hold a Subcommittee Hearing on 19 May to hear oral submissions from the community and interest groups. If you would like to provide an oral submission to the Subcommittee, please provide your name and contact details at the end of the survey.

Please note that the topics covered in this survey may or may not lead to changes to the Policy and Bylaw. Council’s ability to make policy and bylaw changes is determined by a variety of factors, including: cost to ratepayers, resource consent conditions, legislation, and Council’s strategic priorities.

    All feedback will be published on our website with personal details removed. Publishing feedback in full supports a transparent process and will assist in the public hearing process. If you have specific reasons for not wanting your feedback to be publicly released, please contact policy@huttcity.govt.nz and we can remove it if it is identifiable.


    Public Hearings  

    The form asks if you want to present to Councillors at a Subcommittee hearing. If so, you must provide your name and contact details (at the end of the survey).

    If you choose to speak, Council staff will contact you to arrange a time. The hearing will be on 19 May 2025

    All survey feedback will be considered, whether or not you present at a hearing. Final decisions and adoption of the updated Bylaw and Policy will occur in July 2025.


    Storing personal information  

    Council stores information with reasonable physical and technological safeguards against loss and disclosure. Only staff with a legitimate reason can access personal information. Council’s code of conduct prohibits unauthorised disclosure of confidential information. In line with the Public Records Act, Council may destroy records once they are no longer required for legislative or business purposes.  


    Access to your information  

    The personal information you provide will be accessible only by Council staff and is not shared with any third party outside of the Have Your Say survey platform (you can read their Privacy Statement here). You have the right to ask for a copy of any personal information we hold about you, and to ask for it to be corrected if you think it is wrong.
