  Lower Hutt Mayor Campbell Barry has announced the appointment of an experienced design team to work with Council and the community on the rebuild of Naenae Pool.

  “Architecture HDT Ltd has been selected to provide the design services for the Naenae Pool project, and bring to life the vision of our community,” Campbell Barry says.

  “Visitor Solutions, Boffa Miskell, Powell Fenwick and GHD have also been selected to provide expertise across community engagement, urban design, and sustainable building. Collectively, they will ensure the new Naenae Pool will be a first-rate aquatic facility for the local community and the wider Wellington region.”

  Campbell Barry says the appointment of the design team is a critical milestone for the project, and states they will work closely with the community in the coming months.

  “We are continuing to make good progress on the rebuild of Naenae Pool, and the appointment of the design team is a critical step ahead of the construction phase. This is a large scale project, in size and cost, so we have a duty to the community to get the preparation right to ensure the rebuild runs as smoothly as possible.”

  “I know people are eager to see physical work begin on site – and so am I. Demolition will begin in the middle of this year, and with the design team now appointed, we can ensure that construction follows promptly after the demolition work is complete,” Campbell Barry says.

  Mark Bates, Architecture HDT director says the team is incredibly excited to be involved in the project.

  “We have the opportunity here to create a best practice, modern aquatic facility that is vibrant, exciting, efficient and truly reflective of the Naenae community. We recognise the potential for this project to be transformational and regenerative for the community as people from all around the Wellington region come and use it.”

  The design team

  The design team incorporates some of the most experienced aquatic and sports design specialists in New Zealand:

  • Architecture HDT Ltd has an established reputation for sports and aquatic facility architecture, and included within the wider team are a collection of consultants with similarly proven reputations.
  • Visitor Solutions will provide support for further community engagement and analysis expertise.
  • Boffa Miskell will be responsible for the urban design and the landscape around the building, and the integration with Naenae town centre.
  • Powell Fenwick’s expertise is in building services and sustainability; and they are already working with the council on carbon neutral strategies for existing aquatic facilities.
  • GHD is a multidisciplinary firm responsible for the structural and civil design inputs, with a recent track record in large aquatic developments.

  Lower Hutt Mayor Campbell Barry has welcomed a key milestone in the project to rebuild Naenae Pool, with the appointment of AECOM to provide Project Management Services.

  This appointment kicks off the next stage of the project between Council and the Naenae community, and formally lays out the next steps for rebuilding the Pool and revitalising the town centre. AECOM will partner with Council to coordinate and manage this once in a generation project for the people of Naenae and the wider Lower Hutt community.

  “We are thrilled to have AECOM on board to progress the next stage of the Naenae Pool rebuild and revitalising the town centre,” says Lower Hutt Mayor Mayor Barry.

  “They will bring significant experience and expertise in project management and aquatic facility construction management to ensure we can deliver the best possible result for the Naenae community, Lower Hutt and aquatic sports.”

  AECOM was selected from an extremely strong field of more than 20 companies who expressed an interest in being involved.

  “This partnership includes an agreement that all workers on the project will be paid at least the Living Wage and they’ll also be looking for opportunities for local companies and service providers to contribute,” says Mayor Barry.

  “With the Naenae town centre spatial plan also recently approved by Council, things are really starting to gather momentum.”

  The next steps in the process involve geotechnical testing and site preparation, and early next year the project team will be working with the community on pool design which is the next big milestone. As part of the design conversation the project team will be looking at new sustainable technologies which will limit the impact of the pool on the environment.

  “We’re currently working through a process of converting many of our existing facilities including pools from gas to electricity. With the new Naenae Pool we have the opportunity to set a new benchmark for our facilities,” says Mayor Barry.

  Ian Martin, AECOM’s Wellington Regional Manager, says the team is looking forward to delivering a top-quality aquatic facility for the people of Lower Hutt and pool users in the wider region.

  Funding for the pool project will be included in the draft 2021/2031 Long Term Plan, which will go out for public consultation in March 2021. The Government has also announced $27 million co-funding for the project a COVID Response and Recovery initiative.

  Background

  In April 2019 Naenae Olympic Pool was closed to the public due to seismic issues.

  After extensive community engagement in December 2019 Council agreed to progress a proposal to build a new pool and fitness suite on or next to the site of the current pool (subject to funding) and to develop a spatial plan for the town centre (see spatial plan page). In 2019, pricing indications showed the cost of rebuilding the pool to a standard where it would meet the needs of all existing pool users would cost $54M. In 2021 the project costs were reviewed to take into account construction cost increase since 2019, and likely increased before building starts. It also made allowances for sustainable technology for reducing the operating costs of the pool in future years and its impact on the environment, and we need to invest more upfront to achieve that. This led to a revised cost of up to $68M.

  The Naenae Pool project was successful in receiving co-funding of $27M from central government as part of investment in COVID Response and Recovery, which will be managed through a partnership with Crown Infrastructure Projects (CIP).

  Council has also agreed to invest the $9M previously budgeted for a community hub in Naenae into other projects identified in the new Spatial Plan.

  
  

  Naenae Pool and Fitness

  Based on feedback from the general community as well as aquatic sports groups and pool users from around the region, the main objectives of the Naenae Pool project are to deliver an aquatic facility that:

  • responds to the Voice of the Community Report by meeting the needs of the community, aquatic sport and the wider Lower Hutt community
  • fits within the existing Hutt and Wellington Region Aquatic network
  • contributes to council’s sustainability and environmental strategies.

  The Naenae pool+fitness replacement project is an exciting new development to replace the much loved facility which closed in 2019. With 450,000 visitors a year, it's a valued asset for Lower Hutt and the wider region and the new facility will unlock social, economic and recreational benefits for the region.

  Council has agreed with the Voice of the Community report which clearly showed replacing the pool and fitness facility is a priority within the Naenae community. Work has already started on preparing the site for demolition. The design process will start in May.

  The new pool and fitness facility will be open late 2024.
